drupalcon: user group discounts

I have an idea I think we should present to the Drupal Association.

There should be ways for user group members to receive discounts on events, traveling, hotels, etc. Maybe each user group can register with the association and allocate X amount of discounted items. I assume this would mainly for Drupalcons specifically, but may apply elsewhere in the future.
